Its been 3 years since this video was recorded; and finally the Rainbow Center is beginning to be developed. However, Howard Milstein has yet to develop any of his holdings in the city. Last week, his representative stated that Milstein and Niagara Falls Redevelopment are waiting for the right pieces to fall into place. What pieces? What else does this city and community need to do in order to ripen the area for Milstein's multi-billion dollar plan? The city has invested into it's infrastructure, reconfigured Old Falls St, and began developing the Rainbow Center; what else is needed? Is NFR waiting the for Seneca Niagara Casino to expand further into the realms of NFR's land? Does 3rd Street's redevelopment into a plausible entertainment district factor in? Are they looking for Tax Breaks as suggested by Rocco Termini for Buffalo's downtown? What are the pieces needed to accelerate NFR?
